Crime Branch – CID Head Quarters The appointment of 5 Legal Advisors on Contract Basis in
Kanchipuram, Madurai, Tirunelveli, Trichy and Salem Ranges of Crime Branch CID

The Hon’ble Chief Minister of Tamil Nadu has made an announcement
in the Tamil Nadu Budget Session for the year 2024 that 5 Legal Advisor
posts will be created for Crime Branch CID. Based on the announcement,
the Government of Tamil Nadu in Government Order (Ms) No. 700, Home
(Police-V) Department, dated: 20.12.2024 have sanctioned 5 Legal Advisor
posts to CBCID functioning at Kanchipuram, Madurai, Tirunelveli, Trichy
and Salem for filing the petitions before the Courts in service matters /
criminal cases and to prepare affidavits, counter affidavits, arguments and
appeals. Candidates appointed as legal advisor will be paid consolidated pay
of Rs.50,000/- as monthly salary. No other allowance will be paid. The
application for the above post of Legal Advisor to be downloaded from the
Tamil Nadu Police website (www.tnpolice.gov.in). Filled applications should
be submitted in person or by registered post on or before 18.02.2025. The
application envelope should be clearly marked as Application for the post
of Legal Advisor. Applications sent by registered post should be addressed
to “Additional Director General of Police, Crime Branch CID, 220,
Pantheon Road, Egmore, Chennai-600008”. Instructions to applicants,
Qualification and other details are available at the above said Tamil Nadu
Police website.

Appointment of Legal Advisors to Salem, Madurai, Tirunelveli,
Trichy & Kancheepuram Crime Branch CID Ranges, Tamil Nadu.

Selection is purely merit-based. CBCID hereby cautions the candidates against touts
and agents who may cheat, by making false promises of securing the post through
unfair means. CBCID shall not be responsible or liable for any loss that may be
caused to any candidate on account of indulging in any sort of dealings with such
unscrupulous elements.
No candidate shalli. influence or attempts to influence, or obtains or attempts to obtain any
favour in any form at any stage of selection process; or
ii. allow impersonation for him/her and does impersonation for a candidate;
or
iii. make or submit any forged documents in support of his or her candidature;
or
iv. conceal any material information or provide any false information or make
any false/ wrong claim at any stage of selection process; or
v. attempt to enlist support or canvasses in any form for his/her candidature
or selection/appointment, through persons of influence or officers of
Government/High Court.
I. ELIGIBILITY CRITERIA:
1) Educational Qualification:
Must possess a Degree in Law of a University in India established or
incorporated by or under a Central Act or a State Act or an Institution
recognised by the University Grants Commission, or any other equivalent
qualification.
Note: (i) The educational qualification prescribed for the post should have been obtained
by passing the required qualification in the following order of studies: 10th + HSC or its
equivalent + Bachelor’s degree as required under Section 25 of the Tamil Nadu
Government Servants (Conditions of Service) Act, 2016.
(ii) Applicants claiming equivalence of qualification to the prescribed qualification should
upload and submit evidence for equivalence of qualification, in the form of Government
Order issued on or before the date of this Notification, and submit it along with the
application, failing which, their application will be summarily rejected after due process.

The Government Orders regarding equivalence of qualification issued after the date of
this Notification will not be accepted.
2) Enrolment and Experience:
i. Must be enrolled in the Bar Council of Tamil Nadu and Puducherry or in
the Bar Council of any other State in India.
ii. Must be practising as an Advocate or Pleader in any Court within TN on
the date of Notification for recruitment to the post and must have so
practised for a period of not less than 10 years on such date.
iii. The Competent Authority to issue the practice certificate is Public
Prosecutor, High Court of Madras, Additional Public Prosecutor, High
Court of Madras, District Public Prosecutor, Additional Public
Prosecutor, Special Public Prosecutor of the Directorate of the
Prosecution and Senior Advocate.
Note: a) Senior Advocate means Advocate designated as Senior Advocate by th e High
Court of Madras in exercise of the powers conferred by section 16(2) of the Advocates
Act, 1961.
b) Candidates must be practising as an Advocate in Criminal Courts on the date of
Notification and must continue to be a Practising Advocate till the date of selection and
appointment.
c) “Criminal courts” means courts as so classified under section 6 of the BNSS, 2023.
3) Languages:
Must possess adequate knowledge to read, write and speak in English and
Tamil.
Explanation.- For this purpose, a person will be deemed to possess an
adequate knowledge of Tamil if he has passed the S.S.L.C. Public
Examination or its equivalent examination with Tamil as one of the languages.
4) Age Limit: The candidates should have completed the age of 35 years as on
1.1.2025 and should not have completed the age of 65 years.

5) Other criteria:-
(i) Must be eligible as per the provisions of Section 20(7) of the Tamil Nadu
Government Servants (Conditions of Service) Act, 2016.
6) The Candidate should have good knowledge in New Criminal laws (BNSS,
BNS and BSA)
7) Period of Contract: Contract will be for a period of one year. Annual
renewal will be done based on the performance.
8) Nature of duty:
(i) He / She should be an expert in preparation of counter affidavits, Status
Reports etc., in Hon’ble High Court / Supreme Court matters.
(ii) He / She shall, among other things, (a) assist the IOs in thorough vetting
of CD files, (b) offer legal opinions, (c) prepare counters/status
reports/bail opposition/ stay vacate petitions/ police custody/other court
matters relevant to the cases investigated by CBCID.
(ii) He/She shall assist the ADGP, CBCID in all other miscellaneous works
requiring legal expertise like preparation of new draft laws, conduct of
State Police duty meets, training of Police officers, etc.
(iii) He/She shall appear in court on behalf of CBCID for specific cases, if
required.
(iv) He/She should ensure that there is no conflict of interest.
(v) He/She shall not appear against CBCID/ Tamil Nadu Police in any case.
(vi) He/She shall maintain utmost integrity, neutrality and anonymity while
discharging his/her duties.
(vii) He/She shall not be affiliated with any political party, communal
organisation or any particular organisation run by Political parties
(viii) It is a FULL TIME job and should not be employed anywhere else.
9) Termination: In case of any adverse remarks/failure in discharge of duties,
contract will be terminated with one months’ notice period. This condition is not
applicable for the Candidates found to be involved in grave offence /

delinquency, in which case, contract of the said candidate will be terminated
immediately.
10) Disqualification for Appointment:-
No person shall be qualified for appointment:
(i) who has entered into, or contracted marriage or living in relationship with a
person having a spouse living, or who, having a spouse living, has entered
into or contracted a marriage or living in relationship with any person; or
(ii) who has been dismissed or removed or had stigmatic termination from the
services by Central Government or by State Government or High Court or
Statutory or Local authority or from any employment; or
(iii) who, after being selected as a Assistant Public Prosecutor/Judicial Officer/
Government Servant, has been discharged / removed from service or
convicted/ acquitted/ discharged of any offence; or
(iv) who is or has been temporarily or permanently debarred or disqualified by
the High Court or the Union Public Service Commission or any State Public
Service Commission or any other Recruitment Agency, Board or
Commission, from appearing for examinations/interview or selections
conducted by it; or
(v) who has been removed or suspended from its roll by any Bar Council; or
(vi) against whom disciplinary proceedings have been initiated or penalty or
punishment has been imposed or contemplated by the Bar Council or any
Disciplinary Authority or Court, which in the opinion of the Hon’ble High
Court, renders him/her unsuitable for appointment in Judicial Service; or
(vii) who, being an Advocate, was found guilty of professional misconduct by the
Bar Council under the provisions of Advocates Act, 1961 (Central Act 25 of
1961) or orders of the Court or Judicial forum.
11) Character and Conduct:
a) The character of a candidate must be such as to make him/her suitable in
all respects for appointment to the post. He/She must produce a certificate
of character and conduct given after the date of notification from a Senior
Advocate or Senior Counsel or an Advocate who has a standing of not less

than ten years at the Bar not being relatives of the applicants, but who are
well acquainted with the applicant in his/her personal life.
b) No person shall be appointed to the post unless he/she is in good mental
and physical health.
12) Self Declaration Certificate:-
Candidates, besides the copies of Degree Certificate and Enrolment
Certificate issued by the Bar Council, a Self Declaration certificate that he/she
has enrolled in the Bar Council and continues to be a practising advocate for
ten years or more (he/she has to attach the details of cases, conducted by
him/her preferably for the last three years to fortify his/her claim of having been
in active practice) have to be attached with the application.
13) Medical and Physical Standards:
i) Candidates selected for appointment to the post will be required to produce
a certificate of physical fitness to the appointing authority at the time of joining
the post.
ii) The visual acuity of the candidates will have to be Standard – III or better.
Candidates with defective vision should produce an Eye Fitness certificate
from a qualified Eye Specialist working in a Government Hospital to the
appointing authority at the time of joining the post.
II. Pay: Consolidated pay of Rs.50,000/- per month (On Contract Basis)
III. Rule of Reservation : The rule of reservation of appointments is not applicable for
this recruitment.
IV. SELECTION PROCESS:

  1. Five candidates will be selected as the main candidates, one per CBCID
    range viz. Salem, Madurai. Tirunelveli, Trichy and Kancheepuram ONLY as
    per the announcement of the Hon’ble Chief Minister of Tamil Nadu.
  2. The candidates shall give order of preference of place of posting in the
    application itself. Atleast one place of preference should be mentioned in the

application. The applications without any order of preference will summarily
be rejected.

  1. After scrutiny of the applications received, the eligible candidates will be
    summoned before a Selection Committee for a Viva-voce test at CBCID
    headquarters. The candidate who obtains highest marks will be selected for
    the post.
  2. Viva-Voce Test:-
    (i) Candidates summoned for Viva-voce test shall be announced on
    the Tamil Nadu Police website and intimated over phone through the mobile
    number provided in the application. On the date of Viva-voce test, original
    certificates in support of the claims made in the application for the post for which he
    is summoned for Viva-voce test will be verified based on the claims made in the
    application. After thorough scrutiny of original documents, the application will be
    admitted finally. Then, the Viva Voce test will be conducted for the Selected
    Candidates. During scrutiny of the applications, if any of the document is not
    produced per “Instructions to Candidates” or any of the document produced by the
    Candidate is found to be false/forged, the said Applicant will be disqualified and will
    not be allowed to participate in the Viva Voce.
    (ii) Viva Voice test consists of 60 marks. Candidates must secure a minimum
    of 18 marks to qualify.
    (iii) The object of viva-voce test is to assess the suitability of the candidate
    for the post by judging the mental alertness, general knowledge, knowledge of law,
    Knowledge of new criminal laws (BNS, BNSS, BSA), grasp of procedural laws and
    principles of law, clear and logical exposition, balance of judgment, skills, attitude,
    ethics, power of assimilation, power of communication, character, suitability and
    intellectual depth, the like of the candidate, his/her tact and ability to handle various
    situations in the Court.
    (iv) Candidates scoring less than 18 marks will be disqualified.
    (v) Since ‘Character’ and ‘Suitability’ of a Candidate are of utmost
    importance for being considered, for appointment to the post, the character and
    suitability of the candidate would be enquired into and verified by the Competent
    Authority
  1. Shortlisting of Candidates:
    The mark list will be sorted in order of Highest to lowest marks. From the top scoring
    candidates, the 5 posts of Legal Advisor for Salem, Tirunelveli, Madurai, Trichy and
    Kancheepuram will be filled up by CBCID based on the suitability.
    The candidate with top mark will be given his/ her 1st place of preference. Thereafter,
    the candidate with 2nd highest marks will be allotted his/her 1st place of preference if it is
    not taken by 1st candidate. If already allotted to the Candidate with top marks, the 2nd
    place of preference will be given and so on.
    In case of any tie in marks, the educational qualification, notable achievements and
    other outstanding criteria as follows will be considered by the Selection Committee to
    arrive at the final decision.

  2. More than 15 YEARS of experience
  3. Any PUBLICATIONS on legal topics / Part of
    Committee in Drafting New Laws / Acts
  4. Details of Reported cases
  5. Any notable achievements of considerable
    uniqueness in the field of Law

The decision of the Selection Committee is final.

  1. Reserve list:
    Five Reserve candidates will also be selected and kept on standby. In case of
    any main candidate failing to join the post as per conditions of CBCID, the top
    candidate in the reserve list will be considered for appointment.
  2. Intimation of Selection List:
    The list will be uploaded on TN Police website and official communication of
    the selection will be sent to the individuals via post as well. Once the
    appointment order is issued, if the Selected Candidate fails to join as per the
    timelines mentioned in the appointment letter, the appointment of the said

person will be cancelled and the next candidate in the merit list will be
considered for appointment.
V. REJECTION OF APPLICATIONS:
(i) Incomplete applications or applications containing incorrect particulars
relating to eligibility / age /gender / educational qualification / medium of
instruction / other basic qualifications and other basic eligibility criteria will
be summarily rejected after due process.
(ii) In case of wrong claims made with malafide intent with regard to eligibility/
age / gender / educational qualification / medium of instruction / other
basic qualifications and other basic eligibility criteria will be summarily
rejected after due process.
VI. SUPPORTING DOCUMENTS:
i. SSLC and HSC / Diploma and Degree / Provisional Degree / Consolidated
Mark Sheet shall be accepted as proof of educational qualification.
ii. Candidates must produce the Enrolment certificate issued by the Bar council
as a proof for member of the Bar.
iii. Any one government issued Photo ID.
iv. Practising certificate as mentioned above.
v. Self Declaration Certificate.
vi. Details of cases (Reported and unreported) conducted by the candidate.
vii. Other required documents viz. Fitness certificate, Character & Conduct
Certificate and the documents relating to notable achievements, other criteria
in application which the candidate wishes to produce to the Selection
Committee.
VII. LAST DATE FOR SUBMISSION OF APPLICATION:
Last date for submission of application is 18.02.2025.
